「護憲共同」の主体強化を

第32回党大会の課題

  新社会党は、夏の参院選に集中するために延期していた第32回全国大会を11月30日、12月1日の両日開く。高市政権と対峙する「護憲共同」の構築と、その一翼を担う党の態勢強化が課題だ。

  新社会党は22年、25年と2度の参院選で社民党比例名簿に候補者を搭載して挑んだ。25年参院選には、昨年4月の大会決定から1年有余、選挙闘争を取り組んできたが、結果は「誰もが落胆」したというのが現実だ。 

現実を受け入れて 

  しかし、私たちはこの現実を率直に受入れることから出発しなければならない。新社会党は、個人名の全国選挙の経験が浅いということもある。選挙の取組みが上滑りであったとの指摘もある。 

  いずれにせよ、国政選挙の結果は組織力の総和であることは言うまでもない。 展望は参院選での新しい出会い、教訓の実際から見出すしかない。そして具体的な組織目標を確認し、一歩を踏み出すことが、今私たちに問われている課題である。

控える〝改憲翼賛〟 

  自維連立の高市早苗政権が発足し、急速な軍事費増大と明文改憲の動きがさらに強まっている。 高市政権の登場によって、戦後80年の今、「廊下の奥に戦争が立ってゐた」現実が迫っていることを私たちに改めて突きつけた。 

  高市政権は、自民党と日本維新の会の少数連立政権での出発となったが、軍事費拡大と新自由主義政策が一致する国民民主党や参政党、日本保守党などの改憲翼賛勢力が控え、次の大連立を探っていることは周知の通りである。 

立民の動揺で後退 

 
この間の護憲勢力の後退は著しいものがある。社民党は退潮に苦しみ、高市内閣に対峙する共産党は高齢化で影響力を後退させている。れいわも頭打ちだ。 

  しかし問題は、野党第一党の立憲民主党が、軍事力拡大へ暴走する高市政権とその翼賛勢力に対峙できないでいることだ。立民の動揺が、軍拡や原発容認などに反対する人々を失望させ、更に護憲派を後退させている。

 「共同」活性化から 

  解散・総選挙は、いつあってもおかしくない状況だ。立民が高市政権や右翼野党と真正面から対決する姿勢を打ち出し、再び立憲共闘の軸となることができるかどうか、ここが一番の問題だ。 

  そのためには、護憲勢力の一翼を担う「社民党・新社会党・市民共同」の強化を通して、「護憲ブロック勢力」の活性化を図らなければならないのである。

No.1427 Tasks of the 32nd National Party Congress

The New Socialist party of Japan will hold its 32nd National Congress on November 30 and December 1, 2025, which has been postponed due to intensive election campaigns during the summer for the House of Councilors. Recently, the government led by Prime Minister Takaichi Sanae was inaugurated. In order to stand off against the new administration, we will have to build up a joint front for defending the Constitution and strengthen ourselves to play a key role.

EMPOWER NEW SOCIALIT PARTY TO BUILD UP JOINT FRONT FOR CONSTITUTION

The New Socialist Party (NSP) has been involved in the two elections for the House of Councilors in 2022 and 2025, enrolling the candidates’ names on the list of proportional representation channel of the Social Democratic Party (SDP). For the 2025 election, the NSP had committed in campaigns over a year since the previous Party Congress held in April 2024. The result was, unfortunately, disappointing to everyone.

A fact is a fact

We must start, sincerely acknowledging the reality. The NSP has not well experienced in involving in the national level elections, emphasizing names of candidates. Some people point that our commitments were superficial.

In anyway, the result of national level election is certainly a total of organizational potentials.

A future prospect should be found in the new encounters made during the campaign period and lessons obtained. Out task lies in confirming a concrete objective as a political party and stepping forward steadily.

Constitution amendment without opponents

The Takaichi coalition government is composed of the Liberal Democratic Party (LDP) and the Nippon Ishin-no-kai (=Japan Innovation Party) and it intensively speeds up processes to increase military expenditure and rewrite the Peace Constitution.

It is the year commemorating the 80th anniversary of the end of WWII, but we have seen a danger of wars since the installation of the Takaichi government, which was last October. A phrase ‘a war was standing at the end of hallway’ is recalled as if it were a reality today.

The new government is a coalition of minorities of the LDP and the JIP now, but it seeks for a greater coalition apparently, incorporating the Democratic Party for the People (DPP) and the Sansei-to (=the Party of Do it Yourself) as well as the Nippon Hoshuto (=the Conservative Party of Japan ) as they can share the policy of further military build-up and neo-liberalism in common, demanding to revise the Constitution.

Upheaval of the CDP weakens pro-Constitution forces

Pro-Constitutional forces have retreated enormously; the SDP has been suffering from unpopularity, and the Communist Party, which stands face to face with the new government, has lost influence due to its aging composition of party members. The Reiwa party, too, could not grow bigger.

A focal point, however, lies in a fact that the Constitutional Democratic Party (CDP), the biggest opposition party, cannot confront the Takaichi government and its allies which run violently toward intensifying military capabilities. An ambiguous drive of the CDP has disappointed people who oppose military bbuild-up and nuclear power generation, which has further debilitated pro-Constitution forces.

Activation of joint front

Dissolution of the Cabinet and consecutive general election may come at any moment. The crucial point is whether the CDP could become again an axis of pro-Constitution camp that could challenge the Takaichi government and the rightist opposition parties, facing directly.

For this purpose, we have to activate ‘pro-Constitution bloc’ by way of strengthening the joint front of the SDP-NSP and Citizens which has a key role in the struggle to defend Peace Constitution.
