A hundred and six members of the parliament have been proven to have linked with the Unification Church, according to the recent investigation held by the Kyodo News Agency. Eighty percent of the lawmakers belong to the ruling Liberal Democratic Party (LDP). The party members, not only have individual relations with the Church, but also share an idea in common for constitutional amendment in terms of its items and content.
SHARING OF DRAFT TEXT FOR AMENDMENT OF CONSTITUTION IN ITEMS AND CONTENT
After former prime minister Abe Shinzo was gunned down in the street, it has emerged quickly that the ruling LDP has links with the Unification Church. The fact has been led to the ‘most critical political stage after WWII’ (Prime Minister Kishida), who was obliged to reorganize his cabinet in haste ahead of the schedule.
Along with the disclosure of the world of darkness jointly held by the LDP and the Church, between the two is found evidently the issue of amendment of the constitution, too. That is, the draft text of the LDP and the one of a political wing of the Church, the International Federation for Victory over Communism, are identical.

The Federation posted a video in 2017, entitled ‘on amendment of the constitution’, in which Vice-Chairman Watanabe Yoshio explained his own text and view. He says ‘amendment is necessary to cope with the changing situation’: he quotes the shifting security environment, collapse of municipality functions in the midst of the Great Eastern Japan Earthquakes and the critical phase of individual families, which are the basis of the nation. He reiterates intensely amendment of the constitution is crucial.
He states, in the beginning, creation of ‘an article on emergency’, illustrating big earthquakes and encouraging to strengthen the government’s functions by restricting temporarily the right of possession and controlling prices of food and fuels in order to save lives.
Concerning the LDP’s text for rewriting the constitution (drafted in 2012), it stipulates that the government should have authority to issue an ordinance equivalent to a law in terms of its effect in the contingencies of external armed attacks, civil turbulences and great natural disasters, and continues that ‘everyone must obey’ instructions delivered by the public institutions, like the state government. Expressions are different, but in its direction the content is the same between those of the Federation and the LDP.
Mr. Watanabe then proposes ‘an addition of an article on protection of families’, explaining that ‘without the clause, the same-sex marriages will increase, which do not constitute a natural and basic unit’. Meanwhile, the LDP text specifies that ‘a family is respected as a natural and basic unit of the society’, whose definition of a family is identical as that of the Federation.
The third point lies in a description of the Self Defense Forces (SDF). Mr. Watanabe questions why no phrase is found that endorses existence of the SDF, insisting on a clear account of ‘self defense army’ or ‘national defense unit’. The LDP’s draft labels ‘national defense unit’.
Text drafted by Mr. Abe for amendment is alike
The ‘Abe’s Version of Text for Amendment – Four Recommendable Points’, which was approved by the ruling LDP in 2018, provides an article for contingencies, saying that provisionally the cabinet should hold intensified authority and the term of MPs should exceptionally extended under the surroundings of great earthquakes and other abnormal, disastrous calamities, and it incorporates a description of the SDF under Article Nine.
Many criticize the LDP’s text for amendment, saying that it is influenced by the Japan Conference and the Association of Shinto Shrines, but it is also squeezed a lot by the Federation for Victory over Communism.

勝共連合は２０１７年、「憲法改正について」と題する動画を公開、渡辺芳雄副会長が独自の改憲案について解説する。渡辺氏は「変化に対応するために改憲が必要」とし、安全保障環境が変化、東日本大震災で自治体機能が崩壊、国家の基礎である家庭が崩壊の危機にあるなどと述べ、「改憲が必要」と主張する。
そして、最初の項目に「緊急事態条項」の新設を挙げる。大地震を例示し、「政府の権限を強化し、所有権を一時的に制限して食料や燃料の価格などを規制して命を守る」とする。
自民党の改憲草案（１２年決定）は、外部からの武力攻撃や内乱、大規模災害などの際、政府が法律と同じ効力をもつ政令を制定でき、国など公的機関の指示に「何人も従わなければならない」とする。言葉は違うが、方向性は全く同じだ。
渡辺氏は次に「家族保護の文言追加」を上げ、「これがなければ、自然かつ基礎的単位になりえない同性婚が広がる」と述べる。自民草案は、「家族は、社会の自然かつ基礎的な単位として尊重される」とし、家族の位置づけが一致している。
３つ目は、「自衛隊の明記」だ。渡辺氏は「なぜ自衛隊が存在していいのか、根拠となる言葉がひとつもない」と述べ、「自衛軍」もしくは「国防軍」の明記を主張。自民党草案は「国防軍」と明記している。
安倍改憲案も一致
１８年に自民党が決定した「改憲条文イメージ４項目＝安倍改憲案」も、「大地震その他の異常かつ大規模な災害」が起きた場合、一時的に内閣の権限を強化し、国会議員の任期を特例的に延長できる緊急事態条項を掲げ、９条に自衛隊明記を盛り込んでいる。
自民党改憲案には日本会議や神社本庁などの影響が言われるが、勝共連合の影響も多大である。
